Williams was born in Swetes, Antigua in 1947. His father was a Member of Parliament and of the Antigua Labour Party. He was head boy at school.

In 1976, Williams graduated from the School of Medicine of the University of the West Indies, Mona Campus. Then he studied aviation medicine and sports medicine in Britain, the United States and Australia.


1. Career

Williams became a politician in 1984. He was a cabinet minister from 1992 to 2004. At the same time, he worked as Senior International Aviation Medical Examiner for the United States Federal Aviation Association and for Transport Canada.

He became Governor-General of Antigua and Barbuda on August 14, 2014.

Queen Elizabeth II knighted Williams in 2014. He is part of the Most Distinguished Order of Saint Michael and Saint George.
